Dr. Mills has over 30 years of experience in the public and private sector managing large-scale infrastructure and natural resources Ronald Reagan on the President’s Council on Environmental Quality (CEQ), Dr. Mills was an environmental and natural resource development engineer.

Dr. Mills has served on many state and federal advisory panels and commissions addressing such issues as natural gas, coal, timber, water, land development, mineral rights, fishery development and productive business ventures including social housing.

​

As Chief Environmental and Infrastructure policy advisor to President Ronald Reagan, Dr. Mills headed the Council on Environmental Quality’s Consolidated Working Fund for the Executive Office.

He traveled abroad extensively for the Reagan Administration promoting environmental protection.

Dr. Mills has served as a consultant and advisor to fifteen international governments including 4 African countries.
